If the existing gas station property is sold to a new owner, the existing site license can be transferred relatively easily, but a proper application for the transfer must be made with the Department of Energy.
If the service station goodwill is sold, the sales license cannot be transferred to the new owner, and a new sales license application will be required. Even if the buyer takes over the business or CC from the previous owner, the Petroleum Products Act states that it is a “change of ownership” and requires a new retail license application.
